Internal Complaint Committee (ICC)

 Sexual harassment involves any unavoidable sexual advances either verbal or through gestures or through use of sexually suggestive or pornographic material, and includes amongst others; whistling, sexually slanting and obscene remarks or jokes, comments about physical appearance, demands for sexual favours, threats, innuendos, avoidable physical contacts, touching, patting, pinching, kissing, physical assaults and molestation of and towards women workers by their male colleagues or anyone who for the time  is in a position to sexually harass a woman.

  1. Provisions apply to all students, faculty and non-teaching staff who are on active rolls of SAC
  2. Rules and regulations applicable to all complaints of sexual harassment by a
  • Student against a member of the academic/ non-teaching staff/ co-student.
  • By a member of the academic/ non-teaching staff against a student/ another member of academic/ non-teaching staff.

Objective and Role of ICC:

1) To take consistent action for prevention, prohibition and redressal of complaints received regarding sexual harassment and gender discrimination of women personnel at the workplace

2)  Make recommendations to the management to lay down procedures for the prohibition, resolution, settlement and prosecution of acts of discrimination and sexual harassment, by the students and the employees.

3)  Deal with cases of discrimination and sexual harassment against women, in a time bound manner, aiming at ensuring support services to the victimized and termination of the harassment.

4)  Recommend appropriate punitive action against the guilty party to the Management.

The following were the discussions held during the meeting

Committee on “Internal Complaint Committee (ICC)” has been duly constituted by  College on 02.07.2018

The Meeting was chaired by Fr.Issac P J CMI, Principal. Fr.Issac P J CMI Principal congratulated all the members. He informed that as per the guidelines issued by Ministry of Women and Child Development, all the organizations having more than 10 personnel/officials must constitute an ICC and in this context, this committee has been set in place by MMC. He described the role of ICC and said everyone has a responsibility to contribute to the cause. Further, he mentioned that it was the first meeting of the reconstituted ICC in MMC and welcomed suggestions from all members to make it effective.

A complaint Drop box must be placed in the office premises.

The Following point were discussed in the meeting

  • Sexual Harassment – It includes any one or more of following unwelcome acts or behaviors namely,
  1. Physical contracts and advances or
  2. A demand or request for sexual favor or
  • Making sexually colored remarks or
  1. Showing pornography or
  2. Any other welcomed physical, verbal or non verbal conduct of sexual nature
  • Working Procedure
  1. Written complaint of sexual Harassment shall be submitted to ICC in 6 copies
  2. ICC shall send the copy to respondent within 7 working days.
  • The respondent shall file the reply along with his list of witnesses within a period of 10 working days from receipt of document.
  1. Inquiry shall be completed within a period of 90 days & inquiry report will be issued within 10 days of completion of inquiry.
  • Responsibilities of ICC

 

  1. If the aggrieved woman is unable to make a complaint on account of physical or mental incapacity her relative, friend, colleague anyone who knows the incidence can file a complaint. ICC will provide assistance to write the complaint & to file a police complaint if required.
  2. ICC before initiating an inquiry at the request of aggrieved women take steps to settle the matter between two parties through just and fair concillation & no monitary settlement shall be made. A copy of settlement will be provided to both & no further enquiry will be conducted.
  • Inquiry : Both the parties shall during the course of inquiry be given an opportunity of being heard. At no time in the complaints receiving & recording procedure the respondents & complainant will be placed face to face to protect the complainant from further problems.
  1. Interim Redressal : During the pendency of inquiry ICC will prevent the victimization of complaint (student or employee), witnesses while dealing with complaints of sexual harassment & work for interim redressal such as long leave, working hour relaxations, transfer to ensure safety, protection & conductive environment.
  2. ICC will suggest punishments in case of false evidence and if allegation against respondent is established malicious, to ensure protection of employees & students against Sexual Harassment.
  3. Confidentiality with respect to details of the complaint, complainants identity, witnesses & proceedings of ICC must be maintained mandatorily.

Item No.1:

Regarding confirmation of the previous meeting of the Anti-Ragging Committee held on 5th July 2018, the house unanimously confirmed the minutes of the previous meeting.

Item No.2:

Regarding measures taken for eradicating the menace of ragging in the college, it was decided by the members that, ragging should be monitored closely by the squad in and around the campus as a result, the students, particularly the new joiners, should be encouraged to pursue their education without any fear and difficulties.

Item No.3:

Regarding matter relating to complaint, there was no such case before the committee showing that the college campus is free of ragging which had been during the past and the college is still maintaining the status.

As there were no other items for discussion, the meeting ended up with a vote of thanks to the members present.

The Meeting was chaired by Fr.Issac P J CMI, Principal.

Item No.1:

To read and confirm the minutes of the previous meeting of the Anti-Ragging Committee held on 13th August 2018. The minutes of the previous meeting was approved by the house.

Item No.2:

Regarding monitoring measures to prevent ragging in the college campus, it was decided that the Members of the Anti-Ragging Committee will act as squad members for overall monitoring and supervision in the classrooms as well in the campus. Any student found indulge in such cases may immediately brought into the notice of the authority.

Item No.3: Regarding any matters related to complaint, no such cases have been recorded, as a matter of fact; the campus is a ragging free zone.

Item No.4: It was decided by the house that early measures to be taken to further consolidate prevention and prohibition of ragging in the college. As there were no other items for discussion, the meeting ended up with a vote of thanks to the members present.
